The documentary focuses on the controversial Head Start program in Mississippi, which is under the auspices of the Child Development Group of Mississippi. Operation Head Start in Mississippi employs not the usual poverty program techniques, but rather an idealization of the war on poverty, in that it employs the people themselves as teachers and leaders. The beneficiaries, therefore, are not only the pre-school children who attend Head Start schools, but also their parents who gain a sense of identity.
