Off-duty deputy found with cocaine inside vehicle, arrested after drug deal

On Saturday, Oct. 15, Bexar County, Texas, Sheriff Javier Salazar provided details regarding an overnight arrest involving a now-former Bexar County deputy.According to Salazar, Bexar County investigators intercepted phone calls just a few days prior between an inmate and a woman. The two were allegedly making plans for the woman to meet with an off-duty deputy to exchange drugs, Salazar said.On Friday, Oct. 14 around 9 p.m., the woman was observed by investigators leaving a restaurant off Callaghan Road before interacting with a white Chevrolet pickup truck. The woman continued to speak with the driver and eventually made her way into the vehicle where Salazar hints that investigators saw the exchange. “We believe that we observed the hand-to-hand transactions, at that point, of the narcotics that were to be destined for the Bexar County jail,” the Bexar County sheriff said. “Again, to be delivered to inmate .After the exchange, the white Chevrolet pickup truck was stopped by the Bexar County Sheriff’s Office’s special operations team. Deputies found the driver to be 20-year-old probation deputy Isaiah Palomo, Salazar said.”Isaiah Palomo was a probation deputy and as I understand it, his probation was due to end here in a couple of weeks,” Salazar added. “However, as a result of this arrest he was found to be in possession of some paperwork that was disguised paperwork but was actually found to contain a white, powdery substance.”That substance was later found to be cocaine after positive field test, the Bexar County Sheriff said. Palomo has since been arrested, fired and charged with possession of controlled substance, a second-degree felony.”He was subsequently terminated around 11 p.m. last night as a probationary dismissal,” Salazar said.After the arrest of Palomo, surveillance was reestablished on the restaurant where the woman was working. After a certain point, investigators made contact with the woman, who has since been identified as 24-year-old Hollisha Janay-Lastar Nealy. Nealy was arrested at the restaurant and charged with intent to deliver, a first-degree felony. Deputies also found additional evidence and narcotics in her car.The inmate was identified as 24-year-old Deandre Ross. Ross is most likely facing add-on charges, Salazar said. Some of Ross’ charges include aggravated assault with a deadly weapon, evading arrest with a vehicle, possession with intent to deliver and parole violation.Salazar added that additional charges might be placed on all three suspects. Palomo was a deputy for the Bexar County Sheriff’s Office for a little under a year, Salazar said. At the time of the arrest, the 20-year-old was in the car with a woman and their child, the Bexar County Sheriff said. This is an ongoing investigation and Salazar is expecting even more arrests down the road, he added.
